Are citizen juries and assemblies on climate change driving democratic climate policymaking? An exploration of two case studies in the UK

Abstract In light of increasing pressure to deliver climate action targets and the growing role citizens in raising importance issue, deliberative democratic processes (e.g. citizen juries assemblies) on change are increasingly being used provide a voice decision-making. Through comparative case study two that ran UK 2019 (the Leeds Climate Change Citizens’ Jury Oxford Assembly Change), this paper investigates how far assemblies engagement creating more citizen-centred policymaking. Interviews were conducted with policymakers, councillors, professional facilitators others involved running these assess motivations for conducting these, their structure impact influence they had. The findings suggest is not uniform: have an indirect policy making by momentum around supporting introduction pre-planned or pre-existing policies rather than direct truly conducive new policy. We conclude reflections give elected representatives public mandate change, help identify nuanced in-depth opinions fair informed way, yet it can be challenging embed wider processes.
